Officials emphasized that neither city will be locked into any construction costs based on engineering and design only.
The Ohio Department of Natural Resources' most recent safety inspection report on the Horseshoe Lake dam, issued on May 1, 2023, said the Northeast Ohio Regional Sewer District's 2018 repair plans would not bring the dam into compliance with state standards. Visible here is some cracking masonry on the stone spillway observation deck, near the spots where significant voids and cavities were found in the earthen dam several years ago, prompting ODNR orders to drain the 170-year-old lake.
By a 5-0 vote and with two members absent last week, Shaker council passed its 65 percent share of the design fees, coming in at around $313,000 for a total ofthat the city already had $225,000 in this year’s budget to go toward some of the amenities, so that only an additional $90,000 was needed. “How ironic is this, that Shaker and Cleveland Heights may now be spending nearly a half-million dollars on design for a park at Horseshoe Lake after both cities cried poor -- too poor to maintain the lake and dam as specified in the lease they renewed each year for a mere dollar?” Penny Allen said.
If the engineering for the amenities gets done in the detailed design phase of the project, the cities will also be “better poised” to pursue grants and outside funding, all while “shaking out costs” to get a better construction estimate.
