People who support and oppose removal of the Kimball Street dam in Elgin and eight others along the Fox River voiced their opinions this week at a public hearing held by the U.S. Army Corps of Engineers.
The federal agency recently released a draft report in which it recommended the structures be removed for the health of the waterway and its habitat but did not address the effect it would have on Elgin’s water supply, which would be cut off by low water levels.Gary Swick, president of Friends of the Fox, said the river is considered endangered and there’s a “national mandate to restore .”
The Army Corps draft report, “Fox River Connectivity and Habitat Study,” was done with information provided by the Illinois Department of Natural Resources and the Fox River Study Group, which is part of the Illinois River Basin Restoration Program. “Whether you support what the Army Corps’ vision of ecosystem restoration is or whether you do not, you must submit your viewpoints to your elected officials,” he said. “Your views do matter.”
Additionally, the 130 years of heavy industry along the river in South Elgin have left toxic sediment under the water, he said. If the material is exposed, it will create a health risk for residents, he said. There are a lot of factors besides restoring river ecosystems that should be considered before a dam removal decision is made, especially in Elgin, she said.
