“Someone in that situation under the new regime will get less and that is what you’re trying to achieve.”Katie Farrington – director-general for Disability, Health and Pensions at DWP – said the Government was “not trying to raise the bar”.

“So no, we’re not raising the bar. This is not about sort of saving money by the back door. This is about incentivising work and removing and responding to the evidence that lots of people would like to try work but are worried about doing so because of the way the work capability assessments work at the moment.”Mr Mills questioned how many people may be impacted by the transition.

The move has been criticised by members of the Work and Pensions Committee who argue there is little evidence to suggest sanctions are actually effective in pushing people into work. But he said he has taken the decision not to appeal against a recent ruling from the Information Commissioner requiring the Government to publish internal research into how effective benefit sanctions are.
