$1 billion is significantly more than what the federal government has transferred to provinces in recent years for asylum provisions.
Quebec received a total of $374 million between 2017 and 2020 in reimbursements from Ottawa, according to the province’s immigration department, or an average of about $125 million per year. Discussions are still ongoing between Quebec and the federal government to reimburse the costs associated with migrants for 2021 and 2022.
The majority of asylum claimants who arrive between ports of entry since 2017 arrived at Roxham Road in Quebec, which put pressure on publicly funded services and accommodation in the province. The federal government began transferring a number of those migrants to Ontario in June of last year, and most of them have been diverted to other provinces since February.
Ever since the change to the STCA was enacted last Saturday, federal officials have observed a substantial decrease in irregular border crossings at Roxham Road from the previous average of more than 100 per day. On March 28th, not a single person turned up.
