Preston Street's Plouffe Park is at the centre of an unnecessary maelstrom.

There’s one detail that’s proving a thorn concerning the development of housing and amenities in Ottawa’s West Wellington/Little Italy neighbourhood. It’s a concern that’s unnecessarily pitting parents and other residents against one another, andBut unlike most other battles involving municipal development, this one could actually be sorted out to the satisfaction of both sides.

The Somerset plan, meanwhile, will contribute a further 300 apartments — half of them affordable — with the heavily subscribed Plant Recreation Centre additionally enlarged to include an indoor gymnasium and community programming spaces. At the same time, Louise-Arbour elementary school will get a much-needed brand-new home on the site.

Proponents of moving the school to Plouffe, meanwhile, fairly cite the urgency of replacing the current, decrepit one. “Parks are nice,” the same parent of children at Louise-Arbour told me, “but things like hospitals and schools are more important. If kids want to play soccer, there’s a soccer field at Tom Brown arena.”

When the city acquired the PSPC land, it did so at a deep discount — only paying $2.87 million of the $25 million asking price — because its plans fit in with the kind of development that the feds wanted. As such, the city doesn’t have carte blanche. But preserving Plouffe Park and building the new park and Louise-Arbour school should all be attainable priorities.
