He is described as a white male, five feet nine inches tall, weighing 221 pounds with brown hair and blue eyes. Brown will be closely monitored by Correctional Service Canada and the Calgary Police Service high-risk offender program. The program, according to police, monitors offenders who have been released by the courts to the Calgary community and who have been determined to have high risk to reoffend.
The release added members of the public are advised that the intent of the process is to enable citizens to take “suitable precautionary measures,” and not to embark on any form of “vigilante action.”
