Brandon Brown, who is now 36, must be resentenced because the U.S. Supreme Court ruled unconstitutional life without parole sentences for juvenile offenders.
SUNBURY -- If the Northumberland County district attorney’s office has its way, a man who as a juvenile was sentenced to life in prison for kidnapping, raping and killing a 6-year-old girl in 2001 will stay there.
Brown was 15 when he killed Jasmine Stoud, his neighbor, whose body was found on Aug. 12, 2001, along an old mining road in Coal Twp., outside Shamokin. Her skull had been fractured in several places by a rock that was found nearby. The only witness Friday in the continuation of last month’s hearing was Dr. Clarence Watson, a forensic psychiatrist from Bala-Cynwyd.
