Rossendale council’s ability to keep check on housebuilders under the microscope
Rossendale Council’s capacity to monitor developers’ activity on land where new homes are to be built has been questioned at the latest full council meeting.
He added: “I have recently had a meeting with the council’s head of planning and was very grateful for the responses. The concern has been a lack of resources to keep-up with demands, especially with some major developers in the past who have, basically, done their own thing. She said: “I’m not sure that ‘fragility’ is the right word. Staff shortages have reflected the wider, national picture. Staff changes have not interfered with the planning process. However, recruitment is under-way and there are two new staff for planning.
The Grane Residents Association group, known as GRASS, opposed the Helmshore housing plan by Taylor Wimpey. But after Rossendale Council voted to approve it last November, the group said it would closely monitor all the preparation activities at the site linked to conditions required before any major groundwork or house-building starts. Some of these are known as ‘pre-start’ conditions.
The Holcombe Road site was identified by the borough council back in 2015. All the details and technical matters proposed by Taylor Wimpey were acceptable to Rossendale planning officers and other authorities, and the approved plans had gone through multiple consultations.
