When The Ottawa Hospital could not give a precise timeline for surgery on a brain aneurysm, Marco Rushton went to America. It cost $570,000.
Only those services rendered under emergency circumstances – when someone faces immediate risk of death or irreversible tissue damage – can be covered retroactively, according to the act.
Rushton contends the appeal board should have considered the extraordinary circumstances he faced as a patient with a life-threatening condition during the tumultuous early months of the pandemic. Rushton was told he would be contacted in May to discuss next steps, including the scheduling of an angiogram, which gives doctors a three-dimensional view of the aneurysm.
At the end of June 2020, Rushton had not heard from The Ottawa Hospital so, at the urging of his partner, he contacted Johns Hopkins, one of the top-ranked hospitals in the U.S.While still in Baltimore awaiting surgery, Rushton was contacted by The Ottawa Hospital’s neurological department to schedule an angiogram the following week.
