The bill may seem comprehensive, but it is a lot of spaghetti on the wall, and what sticks will be determined by what the Democrats can accomplish in negotiations with the Republican-controlled Senate.Introduced on June 18 by Senator Tim Scott , theincludes some key similarities with and differences from the Democratic package.

It seeks to legislate police body cameras and provide for reforms like collecting national use-of-police-force data, incentivizing banning chokeholds through grant limitations, and providing “compliance assistance grants” to implement these reforms at relevant agencies, including stipulations for retention of police records.

It enumerates provisions for de-escalation and use-of-force alternatives training, and aims to create ways to increase community racial representation in police forces, providing $2 million annually for the next five years to implement a national curriculum for law enforcement officers on the U.S. history of racism. It also seeks to outlaw the engagement of law enforcement officers in sexual acts with arrested or detained individuals.That will depend a lot on the negotiationsto happen this week.
