The victim reported that the suspect handcuffed her and sexually assaulted her over a three-hour period, then sent her a message apologizing just after police arrived.

OAKLAND — A Concord man has been arrested and charged with and raping a developmentally disabled woman over a three-hour time period, court records show.

Riley Tefft, 25, was charged in late May with forcible rape, forcible oral copulation, attempted sodomy by force, and sexual penetration with a foreign object, all felonies, in connection with an alleged Jan. 30 attack in Alameda County. The victim is a woman who knew Tefft and has a developmental disability that gives her the cognitive ability of a child aged 8-13, prosecutors say.

The woman called 9-1-1 immediately after Tefft left her home in Alameda County to report what had happened. When officers arrived, she was “crying and visibly shaken” and gave a detailed statement, police said in court records. Over the next three hours, he allegedly sexually assaulted her repeatedly, placed her in handcuffs, put his hands around her neck, and told her to “obey” when she asked him to stop, according to court records. Eventually, the woman was able to get away from Tefft and lock herself in a bathroom, according to police.
