So how did the city of San Diego respond to similar challenges nearly four decades ago? Contrary to many other American cities during this time, San Diego not only put in place an ordinance to protect single-room occupancy, it made a commitment to building more affordable efficiency units. This emphasized the city’s understanding of the value of diversity in building healthy and dynamic communities.
