The city of Cleveland is rebutting a report that criticized the police department’s administrative review of the chase and crash that killed Tamia Chappman, saying certain judgments are “undeserved and not supported.”

The response came a day after Hassan Aden, the monitor overseeing the reform process, filed a report in federal court that called the handling of the case a “limited and incomplete review of the incident.” Aden’s report said the department conducted its review “in a manner where the result was a foregone conclusion.”
A spokesperson for Bibb, Vanessa Tey Iosue, said Bibb has not had a chance to review either of the filings. She said he wants to study the case with legal counsel before addressing it, adding that “this is something that clearly requires our attention. We’ll take a very close look at this tragic case once he gets in office.”
Homicide detectives interviewed some of the officers in the pursuit; others provided written statements, according to Singletary’s response. In addition, it cited how a lieutenant who assisted a supervisor during the chase was assigned to conduct the follow-up probe into the pursuit, a move that “virtually ensured the investigation would be defensive in nature.”
