Only those who agree to participate in the city’s opt-in program will receive the service. Residents will have to make sure they only put acceptable items in their blue bins.

Ohio's Cuyahoga County Solid Waste District says that plastic bottles like these can be recycled. CLEVELAND, Ohio – There’s a new timetable for the return of recycling to Cleveland, and if all goes according to plan, it should be reinstated by early April.

The city had hoped to restore recycling, using an opt-in program, by December when then-Mayor Frank Jackson was still in office, but the city and its chosen vendor could not agree on terms. That prompted a reexamination of the contract and a new round of bidding. More than 27,000 households out of roughly 150,000 have signed up for city’s opt-in recycling program, but Brumfield said he expects that number to increase after service returns.

Under the new program, the city plans to remind serious violators of the need to follow the rules before issuing any citations, which could result in a fine, Brumfield said.
