Potential actions for agencies to take include developing public service announcements, posting flyers in prominent locations around regulated facilities, training staff or providing educational opportunities, Abbott wrote.

Agencies should also be prepared to provide emergency overdose treatment and expand substance abuse treatment programs, Abbott wrote. In 2021, Texas saw an 89 percent increase in fentanyl-related fatalities, with 1,672 such deaths. According to Abbott, more than 71,000 Americans died from fentanyl-related causes in 2021, a 23 percent increase from the previous year. Fentanyl is 50 to 100 times more potent than morphine, with lethal doses as small as 2 milligrams.

"Most fentanyl in Texas is produced by Mexican drug cartels that combine fentanyl with other drugs," Abbott wrote."Many of those drugs look like and are marketed by drug traffickers as legitimate prescription painkillers, stimulants or anti-anxiety drugs."
