Cities and states across the US announce police reform following demands for change

Cities and states have announced police reform efforts, including bans on chokeholds and pledges to defund the police.

Cities and states across the nation are re-evaluating police policies as the demand for change continues to grow among citizens disturbed by the death of George Floyd. It's not just big cities like Los Angeles, Phoenix, and Houston. Things are changing in places like Cedar Rapids, Iowa, with population of a little over 130,000.The most widespread change, according to USA TODAY research, has been the ban on the use of neck restraints or neck holds.

States are starting to follow suit. On June 5, New Jersey Attorney General Gurbir Grewal announced that the state will ban police departments from using chokeholds, carotid artery neck restraints, and similar tactics except when deadly force is necessary. Gov. Gavin Newsom called for California to prohibit a carotid restraint and to regulate how law enforcement agencies across the state manage protests.

Some cities had already stopped using neck restraints before protests began in the wake of George Floyd's death. Under NYPD patrol guidelines, any move that restricts a person's breathing has been banned since 1993. Chicago officers have been directed to avoid reducing the ability to breathe by sitting, kneeling, standing on a subject's chest since 2012. San Jose officially banned chokeholds in 2016.

In San Francisco, supervisor Shamann Walton has announced his own plans to redirect funding from the police to Black communities. Other cities have already taken action to reduce police funding. Walsh, the Boston mayor, said that $3 million from the police overtime budget would be immediately transferred to the Public Health Commission, in addition to $12 million that will be reallocated later. The
