Cook said Gossard, the clerk-treasurer, does"a fine job" for the city, but Westfield is growing and it's time to consider the resources the city would get as a second class government. "There's not a chance I would vote for that," Councilman Troy Patton said."This mayor has been the least transparent of anybody. Why would we give him access to a checkbook?"
Gossard, the current clerk-treasurer, remains concerned about the power the mayor's office has in deciding the financial officer in a second class city. "We're going to be held accountable to state standards whether it's my appointee or an independent, elected person," Cook said."Frankly, if the mayor here messes up that position, guess what? In four years our people get to vote on whether he stays around or not."
