Note: Cape Breton Regional Municipality’s budget projection for the facility is $607,007. The projected operating subsidy would be $251,007.In April 2021, after a one-and-a-half-hour debate, council voted 8-4 in favour of forgiving a $172,000 loan from the Emera Centre Northside, which was something District 11 Coun. Darren O’Quinn quickly brought up in response to MacMullin.

“I really think if we’re going to go ahead and endorse staff recommendation to accept ownership of the Emera Centre, I think it’s time that we really take a good look at helping out our other arenas as well,” he said. It opened in April 2011 under the name Northside Civic Centre, to replace the aging North Sydney Forum with the majority of money for the build raised through community efforts.

Because the positions would fall under the collective bargaining agreement with CBRM, with taking ownership, it would result in two current employees of the venue being displaced. Prior to the takeover by CBRM, staff at the former Bayplex Recreation Centre were unionized workers. CBRM solicitor Demetri Kachafanas touched on that in response to MacDonald.
