Castner Range will give outdoor access for communities of color in Texas | Opinion
in West Texas as a national monument serves as a reminder that outdoor access continues to be a critical issue for communities of color.
National parks and national monuments as well as other public green spaces help expand outdoor access. However, in too many of our communities, areas and lands that could be set aside as parks and green spaces are dilapidated. There are too few natural places near neighborhoods where Black and brown people live that can be used for family gatherings and recreation. This impacts their health.
When the predominantly Black neighborhood near Mount Zion Baptist Church in El Paso found itself lacking green spaces for neighborhood children, longtime congregant Mary Webb donated land to the church to set up a neighborhood park. The park, maintained today by the El Paso Parks Department and located in what was once the only Black community in El Paso, still is in need of upgrades, such as an adequate sun shelter common in many other El Paso parks.
Castner Range lies to the west of Fort Bliss, the largest installation in the U.S. Army Forces Command and one that holds a unique place in African American military history. Several regiments of all-black Army units known as Buffalo Soldiers, the first peacetime all-Black regiments in the regular U.S. Army, were garrisoned at Fort Bliss between 1866 and 1901.
