Israel has ordered the city’s residents, including the hospitals, to empty out and move south. Government officials have advised Ms. Mathkour to apply for a visa on behalf of her husband, an onerous demand given the circumstances, Ms. Shehada said. “There’s no electricity, no internet, no food, no nothing, and they want her to apply for a visa for him,” she said. “I can’t wrap my mind around it.”
