The early-stage proposal is similar to one that passed in Nevada in 2022.

The proposal would be among the most expansive protections of abortion rights and LGBTQ rights in the nation if it is approved by lawmakers this session and then by Minnesota voters on the 2026 ballot.

It typically costs several million dollars for a ballot issue campaign to simply qualify for the ballot, since the process typically requires either a massive network of volunteers, or money to hire professional help, to collect the roughly 413,000 signatures that state constitutional amendment campaigns must submit to qualify for the ballot.
