WASHINGTON — Arizona, California and Nevada on Monday proposed a plan to significantly reduce their water use from the drought-stricken Colorado River over the next three years, a potential breakthrough in a year-long stalemate over how to deal with a rising problem that pitted Western states against one another.

The three states — which form the so-called Lower Basin — are entitled to 7.5 million acre-feet of water altogether from the river. But for the past two years, Arizona and Nevada to a lesser degree have not received their full allocations thanks to agreed-upon water cuts to keep more water in the system. California has been spared so far from those cuts thanks to its senior water rights.In a statement Monday, Arizona Gov.

In recent years, the river's woes have forced the federal government to cut some water allocations, and to offer up billions of dollars to pay farmers and cities to pay farmers, cities and others to cut back. But those efforts weren't seen as enough by key water officials to prevent the system from collapsing.
