JOHN'S, N.L. — After the first attempt to deliver her 2024 provincial budget was thwarted by protesting fish harvesters on Wednesday, Finance Minister Siobhan Coady stood in a half-empty legislature Thursday afternoon and delivered a deficit budget.

Tory Leader Tony Wakeham and NDP Leader Jim Dinn said their refusal to hear the budget speech in the legislature was a show of support for everyone who works in the fishing industry. Coady stood to deliver the budget wearing shoes from downtown boutique Soul Studio and a new dress from high-end local fashion designer Sooley Designs, whose dresses typically sell for at least $300.

The budget documents included news that the Newfoundland and Labrador Housing Corp. will be integrated into core government. This beats last year’s record health-care spending, which was $3.6 billion.

• For mental health, there is more than $1 million to expand the mobile crisis response teams to include Sheshatshiu, Stephenville, Twillingate, New World Island, Burin, Clarenville and Conception Bay North.
