'Four-bags-no-tags' would be less arduous for families as we study and decide on real long-term solutions to the city's waste problem.
The plan also proposes hiring two bylaw officers to police the new regime.
Taken together, the policy is unacceptable. The city’s failure to implement a long-term solution should not be paid for by residents in the form of higher taxes for decreased services. Given that both the status quo and the policy as proposed are flawed, I have worked with my colleagues to develop an alternative. I have proposed a motion which would replace the bag-tagging policy with a four-bags-no-tags policy.
Appreciating that households vary dramatically from each other, my motion also directs staff to look for ways to expand the city’s special consideration program, to find ways to better accommodate large families and low-income residents, farmers and others. It asks staff to look to create exceptions around major holidays.
