Property sales under $1 million would see a slight cut to their transfer tax, while properties over $1 million and $1.5 million would be taxed at an increased rate on revenue over the respective benchmark. Progressive Democrats say the increase tax revenue will generate a multimillion dollar fund for programs and affordable housing for people experiencing homelessness in Chicago.
After an unsuccessful court battle to keep the transfer tax increase off the ballot, its fate could hinge on the small percentage of primary voters who weigh in.How the money generated from the change is spent is up to the City Council. If the referendum passes in the primary election, the council must also vote to adopt the ordinance, so theoretically it could be shot down by the city council.
