Washington is hoping to fix a problem that has bedeviled states and cities for years: the lead pipe. But even with an influx of cash, it could take decades to remove every lead pipe in the country’s drinking-water system.
CHICAGO—Marcelina Pedraza worries almost every time she turns on the faucet about the aging lead pipes that carry water into her home. But she says she can’t afford to pay $15,000 or more, the city’s estimated price tag, to replace them.
“I’d have to get a loan or take money out of my retirement savings. I don’t think I should have to do that,” said Ms. Pedraza, 46 years old, an electrician, noting that the pipes were installed long before she moved in.
