Among the most significant changes to Obama-era guidelines is a new definition for sexual harassment and assault under Title IX., the new regulation defines harassment as “unwelcome conduct on the basis of sex that is so severe, pervasive and objectively offensive that it denies a person access to the school’s education program or activity,” a significant change from the previous, and broader, definition of harassment as “unwelcome conduct of a sexual nature.
