It remains perfectly possible that even voters who disapprove of the substance of the legislation nonetheless will be even more disquieted to see Westminster intervening in what was, until a few weeks ago, seen as purely a matter for Holyrood. Ms Sturgeon’s hope would then be that swing voters, no longer convinced that devolution is a way to get the best of both worlds.
But there is a danger that the opposite could happen. If the constitutional issue, of whether or not Scotland should have the unfettered power to make its own laws, is associated in the public mind with a specific Bill which most oppose, the attractions of autonomy may grow dimmer.
