OTTAWA—Recently, Canadians were presented with three striking examples of how entrenched and adverse to change senior management is in Ottawa. First, in her latest reports released last week, Auditor General Karen Hogan documented Ottawa's continued service delivery ineptness. Hogan showed just how ineffective and slow-moving the government has been in moving forward in dealing with its aging IT infrastructure.

Third and last, Treasury Board President Anita Anand delivered an 11-page response letter to the House Access to Information Committee that rejects any consideration of long-awaited legislative changes, including the modest ones the committee recommended, saying the government can wait until at least 2025. Instead, she cited Treasury Board's administrative directives and acquisitions of software as a sufficient effort for the time being.
