Halfway into the Trudeau government\u0027s 10\u002Dyear National Housing Strategy, there is no evidence the current plan is making much progress.
The provision of HPHB would enable the scaling up of “Housing First” across the country. A rent subsidy like the HPHB is a critical ingredient of Housing First, combined with intensive support to promote housing stability and link to necessary health and social services. For single people who are chronically homeless and depend on disability pensions, Housing First is the most thoroughly researched approach for ending homelessness.
Despite these findings, Canada’s record on homelessness has been surpassed by other countries including Denmark, France, Finland, Ireland and Norway, which have integrated Housing First into their national homelessness strategies and are making progress in eradicating homelessness., the number of homeless people has dropped from more than 18,000 in 1987 to fewer than 4,000 today, a decline of more than 70 per cent in homelessness nationally.
The provision of HPHB can also serve to prevent new instances of homelessness, especially for vulnerable groups such as young people exiting the child-welfare system, individuals leaving prisons and hospitals, women escaping domestic violence, and families facing imminent eviction. Studies have shown that adopting a Housing First approach that includes rent supplements and support is effective in preventing homelessness among these populations.
All levels of government in Canada are expediting their efforts to construct affordable housing. We commend these efforts in the context of low vacancy rates and increasing demand that fuels higher rents. However, we believe that in addition to generating new housing, Canadians experiencing chronic homelessness or at significant risk of becoming homeless require financial assistance, such as the proposed HPHB to achieve permanent stable housing.
