An insurance lobbyist last year persuaded Florida legislators to pass a law to help a deep-pocketed Republican donor under scrutiny from regulators and the U.S. Department of Justice

to transfer its remaining life insurance policies to another Lindberg-owned company and exit the state.

“Attached are documents on two issues I’m working on,” Dughi wrote in a Nov. 25, 2017, email to Michael Billmeier, chief attorney for the Senate Committee on Banking and Insurance.. The change made it easier for out-of-state insurance companies, including Lindberg’s, to meet required solvency thresholds by allowing them to increase the accounting value of investments in certain subsidiaries.

“Ultimately, the insurer exited the state,” Dughi wrote to Senate staff. “This was a loss of jobs and state revenue."The insurance package was sponsored by State Sen. Jeff Brandes and state Rep. David Santiago in the House. “To my knowledge there was no discussion of this specific individual or specific case,” Brandes said. “I just can’t think of a reason why stock [publicly] traded or privately valued should not be included.”As Dughi lobbied lawmakers, Lindberg upped his political game. On Nov. 20, Dunhill Holdings, a company in Lindberg’s name, gave $50,000 to a political committee controlled by Scott.
