While TCHC sees the data as signalling a positive trend, one Toronto housing expert — David Hulchanski with the University of Toronto — argues the housing agency has “nothing to brag about,” saying the process has been too slow as tenants bear the brunt of broken homes. But Smith remains optimistic, describing the new data as a picture of “steady” progress, ahead of schedule for its 2026 goals. “There’s still more work to do, but with a fully funded budget TCHC is well equipped to protect these public assets,” he wrote in an emailed statement., TCHC was facing a glaring hole in its repair budget. Problems were severe enough that officials expected to shut down 600 units by the end of that year, and hundreds more the following one.

About a third of TCHC buildings are in good condition, the new data shows, and about 10 per cent are in critical shape — with a little more than half of properties falling in the middle.
