University of Western Ontario criminology professor Michael Artnfield toldArntfield — a board member of the Murder Accountability Project — said the clearance rate is the lowest since the Uniform Crime Reporting system began in 1929.

The result was criminals were not taking the next step to homicide because they were in jail. Or they were caught with a gun and got a five spot, or ended up getting killed on the inside. “And it’s going to get worse because of poor data management,” he said. “The overall picture is blurred and consistently obscures the seriousness of the issue.”
