Kelly said the U.S. can still send Stinger anti-aircraft and Javelin anti-tank missiles, arms and ammunition, and night-vision gear among other hardware. The U.S. can help facilitate Ukraine receiving Russian-made surface-to-air missiles that Zelensky requested in his remarks. Rep. Ruben Gallego, D-Ariz., a member of the House Armed Services Committee, told The Arizona Republic that more can still be done short of moving troops or planes into Ukraine.

“I had the honor of listening to President Zelensky this morning as he addressed Congress virtually from Kyiv," he said in a statement."His bravery and courage, and that of all Ukrainians, in the face of Russian brutality is remarkable. I stand with the people of Ukraine.” "Our country is in a bit of a hot spot because if we do get engaged in a no-fly zone and we see anything like U.S. fighters shooting down Russian fighters or vice versa, you have the potential of escalation. Russia's already making overtures to China.
