'I have always feared that more people could die from hunger than from Covid-19': why a mayor in Latin America is handing out free food

SOACHA, Colombia—In this ramshackle city just south of Bogotá, Mayor Juan Carlos Saldarriaga spends much of his time delivering beans, pasta, canned tuna and other provisions to hungry constituents stuck at home amid Colombia’s coronavirus lockdown.

“I have always feared that more people could die from hunger than from Covid-19,” Mr. Saldarriaga said as he and several aides, wearing face masks and rubber gloves, handed out groceries in a hillside barrio on a recent morning.
