A Department of Homeland Security officer stands outside the facility in Midland County for unaccompanied juvenile migrants who crossed the U.S.-Mexico border.Hundreds of migrant children and teens went weeks without any updates on when they would be reunited with their families or other sponsors, contributing to, anxiety, panic attacks and even self-harm among youth, according to an internal watchdog report from the U.S. Department of Health and Human Services.

Beyond the troubling findings regarding the safety of children, the report also outlined reports of retaliation against whistleblowers on staff at Fort Bliss who came forward with the initial complaints about the facility and were subsequently removed from their jobs. The report described a culture of fear at the facility that discouraged other employees from reporting problems.

The emergency shelter employed 300 case managers, though the report said many were inexperienced and lacked knowledge of child welfare. The facility waived training requirements. Emergency guidance for expedited sponsor screenings also likely increased children’s risk of being released to unsafe sponsors. This guidance was created without proper input from staff with experience in child welfare, the report said.

In response to its findings, the Office of Inspector General recommended that Health and Human Services, which oversees migrant children’s shelters, set up a plan to hire qualified case managers quickly when there is an influx of arrivals, train them efficiently in best practices, create emergency protocols, improve the online portal and educate employees about whistleblower protections.
