Sinsir Parker was shot in the face and pronounced dead at the scene, police said.and announced they intended to raise $50,000 for any information leading to an arrest. On Wednesday, the Delaware County District Attorney’s Office and the U.S. Marshals’ Office announced they were offering another $15,000, bringing the total to $65,000.
