The county awarded a contract for emergency construction on Blackwood-Barnsboro Road and Woodbury-Turnersville Road in Washington and Deptford townships in April 2020, according to a letter sent to the county by the state Office of the State Comptroller. The comptroller’s office, the state’s independent watchdog agency, said last month that Gloucester County violated state law by granting the $4.98 million roadwork project to a contractor without opening it up for public bidding or advertisement.
