Mayor Bass said some who left Inside Safe have chafed at the rules imposed inside the program's hotels, while others struggled with addiction or mental health.

But definitely not leaving the program to go back on the streets.”
“The transition to being inside can be difficult, and it is not always successful on the first attempt,” he said in an email. Bitta Sharma, who has been volunteering with mutual aid groups that support unhoused residents on the Westside, said she has long been worried about the lack of resources being provided by Inside Safe. Homeless people who are being moved indoors shouldn’t be “languishing without services,” she said.
